Maharashtra Third Best State on Health Parameters : NITI Aayog Report


















New Delhi, June 25:  Maharashtra has emerged as the third Best ranking state in terms of overall Health performance achieving 63.99 points on a scale of 100, while Kerala and Andhra Pradesh have ranked first and third, respectively on health parameters in the Second Edition of ‘Healthy States Progressive India’ NITI Aayog Report released today.  
The second edition of the Health Index on measuring the overall performance and incremental improvement of the two years (2016-17 and 2017-18) of the States was released by NITI Aayog at the hands of the Vice-President, Dr. Rajiv Kumar. CEO of NITI Aayog, Amitabh Kant, Secretary, Union Health and Family Welfare Ministry, Ms Preeti Sudan and Health Adviser Alok Kumar were also present on the occasion.  
Prior to this, taking Base Year as 2015-16, the State of Maharashtra had ranked sixth by achieving 61.07 points on health parameters. This time it has made considerable improvement achieving third position.
The report has been prepared in collaboration with the Ministry of Health and Family Welfare with technical assistance from the World Bank. In the ‘Healthy State Progressive India’ report, it mentions as a composite Health Index as a composite major of States and Union territories based on 23 health indicators with major weightage to outcomes. Based on the composite Health Index Scores range for the Reference Year 2017-18, the States were grouped in to three categories: Aspirants, Achievers and Front runners.  Aspirants were the bottom one-third States with an Index Score below 43.74, Achievers were the middle one-third States with an Index score between 43.74 and 58.88. Front-runners were the States falling in top one-third score ranging above 58.88 were the best performing States. The highest observed score was 74.01 to Kerala, followed by 65.13 to Andhra Pradesh and Maharashtra ranking third with 63.99 points.
While, the States of Jharkhand, Jammu and Kashmir and Uttar Pradesh were the top three ranking states in terms of annual incremental performance in the first ranking of states on health parameters published in February 2018.
State has achieved the SDG target for Under-Five Mortality rate
Maharashtra has achieved progress in achieving Sustainable Development Goals (SDG) target related to Under-Five Mortality Rate (U5MR), which is 21 deaths per 1000 live births in reference Year 2017-18, where in the same figure coinciding in the Base Year (2015-16 ) was 24 IMR per 1000 live births. The other States in U5MR are Kerala, Tamil Nadu and Punjab.  The State is also close to achieving the target of Neonatal Mortality Rate of 12 as per the 2030 SDG target. In the Base Year (2015-16) it was 15, where in the reference year (2017-18) it has reduced to 13 per 1000 live births.
Maharashtra Ranks Third in Overall Performance
In terms of overall performance of the States on health parameters, the bottom two-third of the range of Index scores are - Kerala 74.01, Andhra Pradesh 65.13 and Maharashtra 63.99 showing highest scores.  Andhra Pradesh and Maharashtra are only two states that are among the top one-third States on both overall performance and incremental performance. Among the larger States, 7 of the top 10 States  on overall performance also continued to improve on the their health index score from the base year  (2015-16) to the reference year (2017-18), which include Maharashtra, Andhra Pradesh, Gujarat, Himachal Pradesh,  Jammu and Kashmir, Karnataka and Telangana. 
Increase in Institutional Deliveries in the State
There has been significant improvement in the proportion of institutional deliveries in Maharashtra. In the Year 2015-16 it was 85.3, where in the reference year 2017-18 has shown improvement up to 89.8, which is considerably good.
The Health Index is important instrument in understanding the variations and complexity of the nations’ performance in health. The Health index based on 23 indicators was grouped into the domain Outcomes, Governance and Information and Key inputs.
