Maharashtra takes important steps to check ISIS and Naxal activities: Chief Minister Fadnavis



New Delhi, 16 : Maharashtra Chief Minister Devendra Fadnavis has said the State has taken a number of important steps to check the activities of ISIS and Naxals.
           He was speaking while participating in the 11th Inter-State Council Meeting organized at Rashtrapati Bhawan on Saturday, which was chaired by Prime Minister Narendra Modi and attended by Union Home Minister Rajnath Singh, Finance Minister Arun Jaitley, External Affairs Minister Sushma Swaraj, Defence Minister Manohar Parrikar and other senior minister in the union government, chief ministers of all the states and their senior officers. From Maharashtra, apart from CM Fadnavis, Chief Secretary Swadheen Kshatriya was present for the meeting. 
       Stating that , the State has taken an important steps towards internal security, Fadnavis told that state government has taken a number of steps to deal with the threats from ISIS and de-radicalization of youth. The mechanism for the exchange of intelligence input between the Centre and the state has been made more efficient. The necessary security mechanism on the coastal area of the State has been modernised and made more efficient. Due to large scale arrests, surrenders and encounters of naxalites, their strength has gone down in Gadchiroli district. Due to this, peace has started prevailing in this area. Chief Minister told that in all 318 inter-state actions are going on in collaboration with Telangana and Chhattisgarh police. 
                Welcomes Goods and services Tax Bill; State should get compensation for revenue losses 

Extending full support from the state Government to the Goods and Services Tax (GST) Bill brought in by the Central Government, CM has demanded the Centre to compensate for the annual revenue deficit of the scale of Rs. 14,000 crore going to be caused for the next five years. He has also demanded for levying 1 % additional tax in GST towards compensating losses incurred to  manufacturing states like Maharashtra. 
                              Welcomes recommendations by Puncchi Commission
Speaking on the recommendations of Punchhi Commission, Fadnavis said that the recommendation of equal representation of Members in Rajya Sabha from all the States is not acceptable to his State Government. He suggested that present system of representation based on population criteria should remain basis for representation of a State in Rajya Sabha.
He sought sufficient financial assistance to the State Government from the Central Government towards implementation of recommendations of Committee. He urged the Centre to bear at least 50 % cost on the establishment of judiciary and construction of infrastructure for courts and providing justice to the public through the courts.
                                                   
State leads in Aadhar Card registrations
Chief Minister told that 100 % registration of the adult population in the State has already been done. State Government has been successful in seeding 73 % of Jan Dhan accounts and achieving 93 % teledensity in the State. Government is set to accelerate the process of Aadhaar based Direct Benefit Transfer (DBT) under both centrally sponsored and State sponsored schemes in the state. He also told that multipronged strategy of Aadhaar enrolment adopted by the state covers enrolment of new born children in hospitals, enrolment of children under the age of 5 years at Anganwadis and enrolment of children under age of 18 years at Schools through the tablet as well as though kits for both Primary Education Centres (PECs) and Field Camps.
                               Pragat Shaikhshanik Maharashtra (Advanced Educational Maharashtra)
Informing that Pragat Shaikhshanik Maharashtra (Advanced Educational Maharashtra) is being executed since June 2015 in the State, Fadnavis told by the end of year11,000 primary schools (out of 65,000) became Pragat, meaning 100 %children learning at grade level competencies. He told this would be expanded to 50 % (32,500) schools his year (2016-17) and by 2017-18 it would be implemented in all the schools, told CM.

                                               
  Efficient Police Machinery 
CM told that under modernization of police force scheme, the Maharashtra State has utilized a total Rs. 1,013 crore both by way of central share and State share. He demanded to raise the central share to 75 % from the present 60%. Implementation of Right to Public Services Delivery Act
By October 2, 2016 in all 328 services shall be delivered online. State has enacted Maharashtra Right to Public Services Delivery Act, 2015 on 21st August 2015 and out of 328 services notified under the Act, 156 services are being delivered online through ‘AapleSarkar’ portal from 26th January, 2016.
          All the Gram Panchayats in the state shall be linked with WiFi by next year end
In order to boost the economy in the rural areas and expand the communication media to the area it is being planned to connect as many as 28,000 Gram Panchayats with the ‘Optical Fiber Network’. On 1st May, 2016 the launching was done of 5 digital villages with 10 MbPS WiFi points covering Gram Panchayat, Rural School and Health Centre in Nagpur District. By the year 2016-17, similar infrastructure shall be created in all the 776 Gram Panchayats of Nagpur district, told CM.
