New Delhi, June 17: With an objective to increase turnover of agricultural produce and increase the income of Village Panchayats, the 3500 rural haats of Maharashtra need to be modernized. For this, a corpus funding of Rs 2000 crores be provided to the State, urged the Chief Minister, Devendra Fadnavis in the NITI Aayog’s fourth Governing Council meet, held today at Rashtrapati Bhavan.
The council meet was held under the leadership of the Prime Minister, Narendra Modi. Union Ministers, Chief Ministers of various states and Lt. Governors of the Union Territories and Senior Officers were present in the meeting.
Speaking at the Council Meet, the Chief Minister deliberated on a number of issues concerning the State. He urged for a corpus funding of Rs 2thousand Cr for the renewal of 3500 rural haats in the State. He added, funds may be provided from Agri-Market Infrastructure Fund. This will help increase the sale of the farms and increase the income of Gram Panchayats. Under dairy sector, Shri Fadnavis informed that approval for a grant-in-aid of Rs 3/- per litre to the skimmed Milk Powder (SMP) has been given. However, to support it further, he urged the GoI to fix the Minismum Support Price for the milk under the Essential Commodities Act, and 10% incentive subsidy be given to SMP on exports under the Vishesh Krishi Gram Udyog Yojana.
Measures to Help Solve Sugar Issue
Speaking on the Scheme for Extending Financial Assistance to Sugar Undertakings (SEFASU), Shri Fadnavis urged for the restructuring of SEFASU-2014, and Soft loan-2015 by extending the moratorium period for two years. Deliberating further, he said to mitigate the current sugar crisis, it is necessary to restructure the medium and long term loans to sugar factories, to avoid it from becoming NPAs. A production subsidy of Rs 55 per ton cane crushed be given by the Central Government, MSP of sugar should be determined at Rs 32 per kg, urged the chief minister. The Center should take the lead in promoting ethanol apart from producing sugar. This would help not only help control sugar prices, but will also encourage fuel production, informed Fadnavis.
Fast Track Development of Aspirational Districts
In order to help build a portable bridge in remote areas like Gadchiroli, the Ministry of Defense may be allowed to enter into an agreement with M/s Garden Reach Workshops Limited, urged the chief minister. Some relaxations of existing RBI norms for opening up of new branches by schedule banks be given in respect of tribal areas, requested Shri Fadnavis.
It rains heavily in Konkan region, due to its geographical structure. So, the houses have been constructed using Mangalore Tiles. However, if financially backward families could be included in the PMAY-G category, urged the chief minister. Under the Housing For All, the state may be allotted the balance target of 7,92,911 houses to be distributing it over two years (2018-20), requested Shri Fadnavis.
Increased Investment in Infrastructure and Agriculture
Maharashtra has invested heavily in agriculture and infrastructure sectors, which has resulted in gross domestic product growth (GSDP) from 8.3% in 2014-15.
The state government has shaped many new strategies like agriculture, infrastructure investment, conservation, space, logistics, Fintec, animation, robotics and artificial intelligence. Several measures have been undertaken to double the income of the farmers.
E-NAM, Agricultural Produce Market Committees, Soil health Cards, Pradhan Mantri Krishi Sinchai Yojana, Pradhan Mantri Fasal Bima Yojana have helped in increasing farmers’ income, risk mitigation and addressing the problem of agrarian distress.
Under MNREGA, 1450 crores has been spent for management of natural resources and water related schemes. Under the infrastructure ... Nagpur-Mumbai Samruddhi Highway 710 km is being constructed, it will connect 24 districts. This will create huge opportunities for agricultural processes and logistics, informed the chief minister.
Mahatma Gandhi’s 150th Birth Anniversary Celebrations
A committee has been constituted under the chairmanship of the Finance Minister on the occasion of Mahatma Gandhi's 150th birth anniversary and Rs. 145 crores has been approved for the development of Sevagram Development Plan, informed the chief minister.
