Delhi, Feb. 27: “The long pending Bodwad Parisar Sinchan Yojana (BPSY) of
Jalgaon District in Maharashtra finally got a green signal from the Central
Government and it would release the balance financial assistance of Rs 433
crores sooner, informed Maharashtra’s Water Resources Minister, Shri Girish
Mahajan here today.
The
Minister, Shri Mahajan was here in the National Capital to meet the Union Water
Resources Minister, Shri Nitin Gadkari and deliberate on the various irrigation
projects concerning the State. Shri Nitin Gadkari chaired a meeting at Shram
Shakti Bhawan, which was attended by Union WR Secretary, Shri U.P.Singh,
Minister Shri Girish Mahajan, Principal Secretary of Water Resources
Department, Shri I.S.Chahal and many senior officers from Union Finance
Ministry, NITI Aayog, Water Resources Ministry and State’s WR department.
Many
issues concerning irrigation projects of Maharashtra were deliberated upon.
Amongst them, the first issue taken up was regarding BPSY. This irrigation project was sanctioned way
back in the Year 2012. The Cabinet
Committee for Infrastructure, GoI had sanctioned Rs 500 Cr for this project as
a One Time Grant-in-Aid. The rest of the
expenditure to be incurred in completing this project was to be borne by the
State Government. This project has an irrigation potential of 42420 ha and
storage creation of 193 Mm3. The MoUs were signed and the first installment of
Rs 66.66 cr was released to the State Government in the Year 2014. However, due to some technical issues, the
project could not be taken up for execution. However, the project was speeded
up and the central funding assistance of Rs 66.66 cr has been utilized by the
State Government, informed Shri Mahajan. An urge to release the balance amount
of Rs 433.34 crores was made to the Union Minister, Shri Gadkari, informed Shri
Mahajan. Adding further he said that, the
Union Minister has assured of providing the balance amount of Rs 433.34 cr to
the State Government. Shri Mahajan also
said that this project has obtained all the statutory clearances like forest,
Environmental, CWC, Investment and other necessary clearances as required.
The
second major issue that saw a breakthrough was regarding the construction of
seven Barrages with smart pneumatically operated weirs/ Balloon Weirs or Rubber
Dams at the Girna River of Jalgaon District, informed Shri Mahajan. Informing further, he said that Baloon weirs
are used where quick closing and opening is required. These Baloon weirs are
beneficial when there are sudden floods.
These Baloon weirs would be deflated and the storage of water can be
retained, once there is a flash flood. The traditional K.T.Weirs cannot be
successful in these conditions, and construction of Baloon weirs was a solution
to this project, informed the Minister.
The area of Malegon District is a drought prone area, as a result this
project would come as a boon, and he urged the union Minister to consider this
project as a special case and treat as a pilot project. The union minister gave a patient ear to this
issue and assured of all the necessary support and cooperation in this regard.
