: The
Maharashtra Chief Minister Shri Devendra Fadnavis asked
for a special Financial assistance to
mitigate the sufferings of drought-prone and Farmers suicide-prone Marathwada
and Vidarbha Districts of the State while speaking at the ३rd
Meeting of governing council of NITI Aayog here on Sunday .
The
Chief Minister said this while taking part in the meeting at Rashtrapati Bhavan
which was presided over by The Prime Minister, Shri Narendra Modi. The Union Home Minister, Shri
Rajnath Singh , The Road and Transport Minister Shri Nitin Gadkari , The Rail way
Minister Shri Suresh Prabhu , Agriculture Minister, Shri Radha Mohan Singh, The
Human Resources Development Minister, Shri
Prakash Javdekar , The Textile Minister Smt. Smriti Irani , Chief
Ministers of Various States besides NITI Aayog deputy chairman , Dr. Arvind
Pangria and senior officers from Central and State government were among those
present.
Chief Minister Said, that the State
Government has prepared a detailed plan for १०७ projects in १४
farmer
suicide –prone Districts of Vidarbha and Marathwada region and another plan for
various projects in the drought prone areas. A detailed proposal regarding this
plan has already been submitted to Central Government and ‘I request you for
favorable consideration of the same.’
Shri
Fadnvis informed the meeting that the state has worked out a strategy to put in

to cover about ४५,०००
villages
with the target of १० crore citizen centric
transactions and on boarding of ५०
Lakh
local merchants on BHIM Aadhar app and urged the central government to support
this prgramme. The Chief Minister also asked for a national policy on data
privacy and hosting government application and data on public cloud to be frame
at the earliest .
The
Chief Minister Said the State has a target to cover the entire area under
sugarcane cultivation by micro irrigation system by २०१९-२०
so
as to help farmers and adequate financial provision has been made for the same
in the Budget of २०१७.
Shri
Fadnavis also requested the Centre to take necessary imitative for a long term
policy for sustainable production of Pulses such as Red Gram, Black Gram and
Bengal Gram.
The
Chief Minister said the state’s vision for २०३०
focuses on employment generation and aims to quadruple the per capita income in
the entire state from the current level of Rs १.३४
lakh to Rs ६ lakh. And growth with equity and
employment generation will be achieved by increased investment in
infrasrtructure,providing २४x७
power, enhancing road connectivity to all district headquarters to ४
lane status ,enhancing rail and water transport and providing metro rail to
Mumbai, Pune and Nagpur, he added.
Talking about the digital Maharashtra initiatives,
Sh. Fadnavis said several programmes have been initiated to provide a digital
platform to our citizens through aaple sarkar portal, public wi-fi, smart
cities initiative,digital villages , Mahanet under Bharatnet , pan-state
enterprise architecture initiative,
State Aadhar Act (२०१७), JAM Trinity
and cyber security. Now, through the Aaple sarkar portal, people can avail ३७२
government services. A total of ७१,५८,७५७
applications have been received so far
and ८७ per cent of the services requested for
have been delivered on time, he said.
The state is also initiating public wi-fi services
and on January ९ this year, Mumbai became the city with
the largest public wi-fi system in India with २.५
lakh daily users and over ४५०
terabytes downloads.
The Chief Minister informed the state is investing
around Rs ४,०००
crore to digitally connect २९,०००
Gram Panchayts across Maharashtra under the programme Mahanet which is part of
Bharatnet.

crore investment
With regards to ease of doing business, shri
Fadnavis said a single window on line clearance for setting up business through
MAITRA and Aaple Sarkar Portal has already been provided. Of the Rs. ८
Lakh
crore investment MOU made during MAKE IN MAHARASHRA , nearly Rs. १.९३
Lakh
crore investment has been operationalised , with nearly ५०
%
of FDI coming in to India occurring in Maharashtra.
JALYUKTA SHIVAR
TO MITIGATE FARMERS SUFERINGS
The Chief Minister Said though ५०
% of State’s population depends on
Agriculture for livelihood , this Sector contribute s only ११
%
State’s GSDP. Therefore the State has launched massive investment programme in
agriculture to Provide moisture security to all farmers through ‘Jalyukta
Shivar’ and better excess to institutional credit through interest
subvention schemes and market reforms to
provide better price realization for farmers to mitigate their sufferings, he
added.
Shri Fadnavis said Jalyukta
Shivar has now become community movement due to which Maharashtra witness
double digit growth of १२.५
per cent in the agriculture and allied sector during २०१६-१७.
He announced the state government and union agriculture ministry is launching
yet another campaign called Unnat Shet: samruddha Shetkari which aims at
increasing farmers income. It is planned to replicate agriculture extention model of Krushi mahotsav introduced by Prime
Minister Sh Narendra Modi during his tenure as chief minister of Gujarat.
Government
steps for e-NAM
Describing e-NAMA as a bold step by the
Central Government towards making India as one market, Shri Fadnavis informed
state has taken several structural reforms like higher say to farmers in APMC’s
management, IT Facilities and promoting warehouses with WDRA accreditation so
as to make this initiative a great
success
Special
session on Goods and Services Tax (GST)
On the issue of GST , the Chief Minister
referred to Successful passage of GST in
Parliament and said a special session of state assembly has been scheduled in
May for enacting the state GST loss. The trade policy of the state will have a
sea change after new laws are made. More than ४५००
tax officials have been trained on fundamentals of GST Law, he added. Besides,
officials along with trade organizations are holding awareness programmes in
this regard.
Compensation
demanded
The Chief Minister said on account of
abolishing LBT urban local bodies have been compensated Rs. ३,३९०
crore
and requested the Centre to also consider this amount paid by the state to
these local bodies.
