Maha Govt. Committed for Coastal Development Under Sagarmala Programme : Ranjit Patil

New-Delhi 09 :  Union Minister for Road Transport Highways and Shipping  Nitin Gadkari gave positive approach towards, Maharashtra Coastal Community Development Under Sagarmala  Programme. While attending the meeting Maharashtra Minister of State for Skill Development and Ports Dr. Ranjit Patil demanded to the centre government  for providing funds support for Projects related to coastal community development under Sagarmala programme in Maharashtra. He said State Government is working on modernization projects of ports, development of new ports preparing Inland waterways and providing skill development opportunities for the coastal villagers.

        Mr. Patil attended 2^nd National Sagarmala Apex Committee meeting  held at Convention Centre, NDCC today at capital. The Meeting was chaired by Mr. Gadkari. Maharashtra Maritime Board  C.E.O Atul Patne was also present for the meeting.

         Maharashtra Maritime Board has situated Maharashtra Port Connectivity Company . The company’s 40% of shares are  with Maritime board, 30% with Maharashtra Industrial Development Corporation (MIDC) and the rest 30% with the central government. Under the Sagarmala Programm of Ministry of Shipping taking up Skill Development Projects related to ports and Marie time sector and coastal communities. Maharashtra’s coastal projects namely ‘Development of Mega Cruise Terminal in Mumbai ’ and ‘Development of Light House at Kanhoji Angre Iceland’ are been on the stage of development, Mr Patil said.

 

Mr. Patil told that  apart from this projects Ministry of Shipping, Maharashtra Marietime Board proposed various other projects for consideration under the sagarmala program which will involve participation of stake holders at village, district, and state level through the community Initiatives. The villages of all coastal districts of  Maharashtra will be covered under the flagship umbrella of the Shoreline management plan, under which all the SMOs ( Shoreline Management Organisations) will be formed. SMOs will be named as “ Sagar tat Vyavasthapan Samithi” comprising the villagers.

  The SMOs will create awareness for the protection of the sea-shore, beaches and will also encourage tourism. They will help in training of youths, of the coastal villages by imparting skills relevant to their needs like, conducting water sports, imparting etiquette training and soft skills with language skill for making their shores / Beaches more tourists friendly.

सागरी किनारा विकासाकरिता महाराष्ट्र शासन वचनबद्ध : रणजीत पाटील

नवी दिल्ली, दि.9 : सागरमाळा प्रकल्पातंर्गत सागरी किनारा विकासाकरिता महाराष्ट्र शासन वचनबद्ध असल्याची ग्वाही कैशल्य, उद्योजकता तथा बंदर विकास राज्यमंत्री रणजीत पाटील यांनी दिली.

येथील नवी दिल्ली महानगरपालिकेच्या सभागृहात राष्ट्रीय सागरमाळा उच्चस्तरीय समितीची दुसरी बैठक आज केंद्रीय भूपृष्ठ परीवहन मंत्री नितीन गडकरी यांच्या अध्यक्षतेत झाली. यावेळी राज्यमंत्री श्री पाटील बोलत होते.  विविध राज्यांचे बंदर विकास मंत्री याप्रसंगी उपस्थित होते. महाराष्ट्र सागरी मंडळाचे मुख्य कार्यकारी अधिकारी अतुल पाटणे उपस्थित होते.

सागरमाळा प्रकल्पाअंतर्गत बंदरांचे आधुनिकीकरण, नवीन बंदरांचे बांधकाम, आंतरदेशीय जलमार्ग तसेच कौशल्य विकास प्रशिक्षणाच्या माध्यमातून किना-यावरील स्थानिक लोकांचा विकास करणे, हे प्रमुख कार्य राहील. महाराष्ट्र शासन यादृष्टीने सकारात्मक पाऊले उचलत असल्याची  माहिती श्री. पाटील यांनी बैठकीत दिली.

रायगड जिल्ह्यातील अलीबाग तालूक्यामधील मांडवा बंदाराचे काम सुरू झाले असून याकरिता केंद्र शासनाने 30 कोटी रूपये दिले असल्याचेही त्यांनी यावेळी सांगितले. यासह महाराष्ट्र सागरी मंडळाने महाराष्ट्र बंदर जोड कपंनी स्थापन केली आहे. यामध्ये महाराष्ट्र सागरी मंडळाचा 40 टक्के वाटा, महाराष्ट्र उद्योग विकास महामंडळाचा 30 टक्के वाटा तर केंद्र शासनाच्या जहाजबांधणी विभागाचा 30 टक्के वाटा असणार आहे. यातंर्गत राज्यातील बंदरांना जवळील महामार्गाशी, रेल्वे स्थानकांशी जोडण्यात येईल. अशी माहितीही श्री पाटील यांनी दिली.

 राज्य शासनाने किनारा समूह समितीची स्थापना केली आहे. यात दोन प्रकल्प राबविले जातील. मुंबई पोर्ट ट्रस्टच्यावतीने मुंबईतील मेगा समुद्रपर्यटन टर्मिनलचा विकास केला जाईल. याकरिता 600 कोटी रूपये अपेक्षित आहे.  यासह जहाजबांधनी मंत्रालयाच्यावतीने कान्होजी आंग्रे बेटावर बोटींना मार्गदर्शन करणारे दिपगृह विकसीत केले जाईल. याकरिता 47 कोटी रूपये अपेक्षीत आहेत.

यासह राज्य शासनाने सागरी किनारा व्यवस्थापन समिती बनविली आहे. यामाध्यमातून समूद्र किनारी राहणा-या स्थानिक लोकांना कैशल्य विकासाचे प्रशिक्षण देण्यात येईल. यामध्ये गट स्तरावर, तालुका, जिल्हा, तसेच राज्यस्तरावर समित्या स्थापीत केल्या जातील. सागरी पर्यटन, सागरी व्यवस्थापन सागरी किनारा स्वच्छता, किना-याचे सुशोभीकरण या समितीच्यावतीने केले जाईल. 

Financial Assistance of 600 crore Demanded for Maharashtra Tribal Welfare : Vishnu Sawra

 New Delhi,07 : State  government has planned to introduce various innovative schemes for over all welfare of Tribal communities. As per priority set to achieve the desired goals within the stipulated time, pending funds and additional financial support of 600 crore was demanded for various projects and schemes by Maharashtra Minister for Tribal Development Vishnu Sawra at Conference of State Tribal Welfare Ministers at India Habitat Centre, New Delhi today. The Conference was chaired by The Union Minister for Tribal Affairs, Shri Jual Oram, Secretary of  Maharashtra Tribal development ,Raj Gopal Deora was also present.

         Sanction for new 6 Eklavya Model Residential School    

The Minister asked to sanction for New 6 Eklavya Model Residential School (EMRC).To deliver quality education to tribal communities each scheduled district should have at least one EMRS & at least 2 in those districts having tribal population more than 4 lakhs.Hence, toatal of 6 new EMRS will be required by the state. Financial assistance required from MOTA is Rs.96 Cr. To start the schools.

Centeral Assistance under SCA & Art.275 (1) of the constitution of India.

The Bamboo Processing unit in Gadchiroli shall be completed in coming six months, he said, and it will provide employement to 250 families directly and around 1500  families indirectly in Gadchiroli district. This Bamboo processing unit will be run by society having 98%of Madia Gond ( PvTG) members. Hence he requested to sanction & release the remaining grant of Rs. 20.00 Cr. & Rs. 5.17 Cr. Of various pending projects.

Release of 2^nd instalment of Post matric scholarship

He asked the Release of 2^nd instalment of Post Matric scholarship for the year 2015-16. The proposal of Rs. 155.42 Cr. Has been submitted to central government. According to the proposal MOTA has sactioned Rs. 105.00 Cr. In PAC. The Utilization Certificate under these schemes has been submitted to Government of India. He requested to release the remaining grant of Rs. 52.92 Cr. as a second installment.

200 Cr. Assistance for setting Tele-communication in remote tribal area

Special assistance was asked by the Minister for setting Tele- communication Tower network in remote tribal area of the State. The Tribal Development Department has been implementing various schemes in Maharashtra State for social, cultural, educational development of Tribal and  also Health Services through Public Health Department. He said, Technological assistance will be most beneficial for public health programs & schemes for Tribal areas. He told Rs. 200.00 cr. financial assistance will be needed .

Assistance for ambulance & ANM services  in Ashram schools

  Assistance was asked for ambulance & ANM services in Ashram schools. He told most of the government Ashram schools are located in remote areas where it is difficult to get timely medical help especially in emergency situation, to tackle from this it is proposed to appoint an ANM in each sick room & an ambulance with doctor for near by Ashram schools for providing health services in emergency case.

 Various Development in Tribal Areas : Vishnu Sawra

 Mr. Vishnu Sawra was speaking at the Conference of State Tribal Welfare Ministers, he said  Maharshtra government devolved 5% of the Thrift Saving Plan (T.S.P) fund directly to the Panchayat Extension to Scheduled Areas      (PESA) Grampanchyayat. More than 180 crores have been directly given to them during the last financial year to utilize for infrastructure purposes,health, forestry, education, conservation of natural resources.

           The minister told that the state tribal development department runs 529 Ashram Schools & 490 hostels and provide  nutritious hygienic food to to tribal students. The Maharashtra government is also paying all the fees charges of tribal students. The government has also started Dr. A.P.J Abdul kalam Amrut Ahar Yojna to minimize malnutrition level. The state is also planning to issue cast validity certificates online. It will be done through

“Adipraman Pranali” . Various such  initiatives are been taken for the welfare of tribal development.

आदिवासी कल्याणासाठी केंद्राकडून ६०० कोटींचा निधी मिळावा : विष्णू सावरा

             

नवी दिल्ली, दि. ७ : महाराष्ट्रात आदिवासी कल्याणाच्या विविध योजनांच्या प्रभावी अमंलबजावणीसाठी केंद्राकडून ६०० कोटींची मदत देण्यात यावी अशी मागणी राज्याचे आदिवासी विकास मंत्री विष्णू सावरा यांनी केली.

        केंद्रीय आदिवासी विकास मंत्रालयाच्यावतीने येथील हॅबीटॅट सेंटरमधे आयोजित आदिवासी मंत्री व सचिवांच्या परिषदेत श्री. सावरा बोलत होते. केंद्रीय आदिवासी कल्याणमंत्री ज्युओल ओराम अध्यक्षस्थानी होते. विविध राज्यांचे आदिवासी विकास मंत्री व सचिव यावेळी उपस्थित होते. राज्याच्यावतीने आदिवासी विभागाचे सचिव राजगोपाल देवरा उपस्थित होते. 

              विविध राज्यांच्या मंत्र्यांनी आपल्या भाषणात आदिवासींच्या कल्याणासाठी राबविण्यात येणा-या योजना व उपक्रमांची माहिती दिली. महाराष्ट्राच्यावतीने बोलताना श्री. सावरा म्हणाले, देशातील आदिवासींच्या लोकसंख्येमध्ये महाराष्ट्राचा दुसरा क्रमांक लागतो. या समाजाच्या विकासासाठी राज्यशासन विविध योजनांची प्रभावी अमंलबजावणी करीत असून याकामी केंद्राकडून थकीत निधी उपलब्ध करून देण्याची त्यांनी मागणी केली.

                     ‘एकलव्य आदर्श निवासी शाळांना’ मंजुरी व ९६ कोटींचा निधी मिळावा

आदिवासी भागातील विद्यार्थ्यांना गुणात्मक शिक्षण देण्याच्या उद्देशाने राज्यातील १५ आदिवासी जिल्हयांपैकी १२ जिल्हयांमधे १४ ‘एकलव्य आदर्श शाळा’ उभारण्यास केंद्राकडून मंजुरी मिळाली आहे. राज्यात अजून अशा ६ शाळा उभारण्यास व त्यासाठी आवश्यक ९६ कोटींच्या निधीला मंजुरी देण्याची मागणी श्री. सावरा यांनी केली.

                         ‘वारली हाट’ उभारण्यासाठी निधी उपलब्ध व्हावा 

आदिवासींच्या दुर्मिळ अशा वारली हस्तकलेला प्रोत्साहन देण्यासाठी व संवर्धनासाठी राज्यशासन पालघर जिल्हयातील मुनोत येथे ‘वारली हाट’ उभारत आहे. यासाठी राज्यघटनेच्या अधिनियम २७५(१) अंतर्गत केंद्राकडून वर्ष २०१५-१६ साठी ५ कोटी रूपये मंजूर करण्यात आले असून उर्वरीत २० कोटी रूपये मंजूर व्हावे. गडचिरोली जिल्हयात बांबू प्रक्रिया केंद्र उभारणीसाठी ५.१७ कोटी रूपयांना मंजुरी देण्यात आली असून उर्वरीत ५.१७ कोटी रूपयांना मंजुरी देण्यात यावी अशी मागणी श्री. सावरा यांनी केली.

                                    उच्च माध्यमिक शिष्यवृत्तीचा उर्वरीत निधी देण्यात यावा

राज्यातील आदिवासी विद्यार्थ्यांना वर्ष २०१५-१६ साठी प्रदान करावयाच्या  उच्च माध्यमिक शिष्यवृत्तीसाठी केंद्राकडून १०५ कोटी रूपयांना मंजुरी देण्यात आली आहे.  पहिल्या टप्यात ५२.०८ कोटी रूपये प्राप्त झाले असून उर्वरीत ५२.९२ कोटी रुपयांचा निधी देण्यात यावी अशी मागणी श्री. सावरा यांनी केली.

                    दुर्गम आदिवासी भागात दूरसंचार टॉवर उभारण्यासाठी २०० कोटींचा निधी मिळावा

 दुर्गम आदिवासी भागांमधे राज्य शासनाच्या विविध विभागांच्यावतीने विकास कामे राबविण्यात येतात. या कामांची ऑनलाइन देखरेख करण्यासाठी आदिवासी विभागाच्यावतीने कार्यक्रम आखण्यात आला आहे. यासाठी दुर्गम आदिवासी भागांमधे दूरसंचार टॉवर उभारण्याची गरज आहे. या कामी अमरावती, गडचिरोली आणि नंदूरबार जिल्हयातील काही भागांमधे सर्वेक्षण करण्यात आले असून टॉवर उभारणीसाठी आवश्यक २०० कोटींची श्री. सावरा यांनी केंद्राकडे मागणी केली.   

 राज्यातील आदिवासी आश्रम शाळा व परिसरातील ग्रामीण भागांमधे उत्तम आरोग्य सेवा पुरविण्यासाठी  ‘मोबाईल व्हॅन’ आणि ‘प्रशिक्षीत नर्ससेवा उभारणे प्रस्तावीत आहे. यासाठी केंद्राने ५० कोटी रूपयांची मदत करण्याची मागणी  त्यांनी केली .

                          राज्यातील विविध आदिवासी विकास कामे 

 राज्याच्यावतीने आदिवासी कल्याणासाठी राबविण्यात येणा-या कार्यक्रमांची माहिती श्री. सावरा यांनी दिली. ते म्हणाले, राज्यातील दुर्गमभागात राहणा-या आदिवासी बांधवांना पंचायत विस्तार (अनुसूचित क्षेत्र)अधिनियम अर्थात पेसा कायद्याअंतर्गत आदिवासी विभागाच्या मंजूर नियत व्ययापैकी ५ टक्के रक्कम  पेसा ग्रामपंचायतींना विकास कामांसाठी देण्यात आली आहे. या माध्यमातून आरोग्य,शिक्षण आणि पायाभूत सुविधांच्या विकासासाठी राज्यातील २,८७३ ग्रामपंचायती आणि जवळपास ६००० खेडयांना थेट लाभ झाला आहे. राज्यातील आश्रमशाळांमधे शिकणा-या आदिवासी विद्यार्थ्यांना सकस आहार देण्यासाठी ‘अन्नपुर्णा मध्यवर्ती स्वयंपाकगृह’ सुरु करण्यात आले आहेत. आदिवासी विद्यार्थ्यांना मुख्यप्रवाहात आणण्यासाठी राज्य शासनाने त्यांना निवासी इंग्रजी माध्यमांच्या शाळांमधे दाखल करून घेतले आहे.  वर्ष २०१५-१६ मधे २० हजार विद्यार्थ्यांना प्रवेश देण्यात आला आहे.  या विद्यार्थ्यांमधे असणा-या उपजत क्रीडा गुणांचा विकास करण्यासाठी राज्य शासन ‘एकलव्य क्रीडा अकादमी’ उभारण्यावर विचार करीत आहे.

आदिवासी भागातील कुपोषणाची समस्या दूर करण्यासाठी राज्य शासनाने ‘डॉ. ए.पी.जे.अब्दुल कलाम अमृत आहार योजना’ सुरु केली आहे. या योजनेनुसार आदिवासी भागातील गरोदर व स्तनदा मातांना सकस आहार दिला जातो. राज्यात या योजनेच्या विस्तारासाठी प्रयत्न सुरु असल्याचे त्यांनी सांगितले. जात प्रमाण पत्र वितरणांच्या कामामधे सुसूत्रता व पारदर्शीता आणण्यासाठी ‘अधिप्रमाण प्रणाली’ ऑनलाईन जात प्रमाणपत्र पडताळणी कार्यक्रम सुरु करण्यात आला आहे.

रूपी बँक : ठेवीदारांचे पैसे बुडणार नाहीत : चंद्रकांत पाटील

                             

                                

नवी दिल्ली, दि. 5 : रूपी सहकारी बँकेच्या ठेवीदांराचे पैसे बुडणार नाहीत अशी माहिती राज्याचे सहकार मंत्री चंद्रकांत पाटील यांनी दिली. 

केंद्रीय भूपृष्ठ वाहतूक मंत्री नितिन गडकरी यांच्या निवास स्थानी या संदर्भात बैठक झाली. यावेळी श्री गडकरी, केंद्रीय वित्त राज्यमंत्री जयंत सिन्हा, राज्याचे सहकार मंत्री चंद्रकांत पाटील, महाराष्ट्र राज्य सहकार परिषदेचे अध्यक्ष शेखर चळेगांवकर, रूपी बँकेच्या प्रशासक मंडळाचे सदस्य अरवींद खळदकर, बँकेचे संचालक सुधीर पंडित, श्री पराजपटटी यावेळी उपस्थित होते.

बैठकीत बँकेच्या ठेवीदार व खातेदारांना सुरक्षितता प्रदान करण्यासंदर्भात गहन चर्चा करण्यात आली. राष्ट्रीयकृत बँकेच्याव्दारे रूपी बँकेवर नियंत्रण ठेवण्याच्या शक्यतेवरही विचार करण्यात आला. याबाबत केंद्रीय राज्य मंत्री श्री सिन्हा यांनी सकारात्मकता दर्शविली असून पुढील काही दिवसात या संदर्भात ठोस उपाययोजना करण्यात येईल, अशी माहिती सहकार मंत्री श्री. पाटील यांनी बैठकीनंतर दिली.   

या बँकेचे एकूण सहा लाख पंधरा हजार खातेदार आहेत. या खातेदारांचे नुकसान होऊ देणार नाही. असेही सहकार मंत्री श्री पाटील यांनी सांगितले. 

                                                          

Water Conservation Policy Making in Maharashtra : Vijay Shivtare

New Delhi, 05 : "Increasing demand for water for various purposes on account of growing population, industrialisation and urbanisation pose serious challenges of creating facilities for water storage , recycling of water, Maharashtra government is suppose to prepare a policy on water conservation, said , Minister of State for Water Resources Shri Vijay Shivtare at the ongoing seminar on ‘India Water Week’ at Pragati Maidan in New Delhi .

Speaking on the occasion, Minister  underlined the importance of water conservation in the agricultural development of the state. Mr. Shivtare was speaking on the topic of water Literacy .He underlined the importance of water conservation in different area for the development . Water expert Madhav Chitale Chaired the dias. Chief engineer of National water Akedemi R.K shrivastava was present on the event.

 Water conservation is essential for states sustainable development. He said deterioration of water quality of river water as also of the ground water were serious issues. He also said that the likely impact of climate change on water resources adds to the existing challenges.

"We have to address these issues on priority. Efforts are required at all levels  to ensure that all sections of the society get benefited from water, the precious gift of the nature to us, Therefore conservation of water is absolutely necessary," Shivtare said.

Referring to inter-linking of rivers, He said the State government are fully committed for water security through implementation of interlinking of rivers projects and dam projects.

      Israel's agriculture minister Visits Maharashtra Pavilion

Israel's agriculture minister Uri Ariel visited the Maharashtra pavilion, He came to participate in the 'India Water Week' , Mr. Shivtare welcomed him. Union Minister of  state for Water Resources Sanwarlal Jaat, Israel ambassador to India Daniel Carmon were also present .

For the fourth edition of India Water Week, Israel is associated as the partner country and about 1,500 delegates from India and 20 other countries would attend the conclave.

पाणी बचतीसाठी राज्य शासन धोरण आखणार : विजय शिवतारे

                                                             

                                                               

नवी दिल्ली, दि. ०५ : पावसाची अनियमितता, मर्यादित जलसाठे आणि पाण्याच्या वाढत्या गरजा लक्षात घेता महाराष्ट्र शासन पाणी बचतीसाठी  धोरण तयार करीत असल्याची माहिती जलसंपदा राज्यमंत्री विजय शिवतारे यांनी दिली.

            केंद्रीय जलसंपदा मंत्रालयाच्यावतीने प्रगती मैदान येथे आयोजित ‘ चौथ्या भारत जल सप्ताहात’ आज ‘जल साक्षरता विषयावरील’ परिसंवादात श्री. शिवतारे बोलत होते. अध्यक्षस्थानी जलतज्ज्ञ माधव चितळे होते, तर राष्ट्रीय जल अकादमीचे मुख्य अभियंता एस. के. श्रीवास्तव यावेळी उपस्थित होते.     

            श्री. शिवतारे म्हणाले, जल साक्षरतेसाठी जलसंस्काराची गरज आहे. मुलांवर प्राथमिक शिक्षणातच जल संस्कार झाले पाहीजेत. मुंबई महानगर पालिकांच्या शाळांमधे असा प्रयोग सुरु असल्याचे त्यांनी सांगितले. प्राथमिक शिक्षणातूनच मुलांवर जलसंस्कार होण्याच्या दिशेने  राज्य शासन योजना आखत असल्याचे ते म्हणाले. सरकार, प्रशासन आणि जनता यांच्यातील उत्तम समन्वयानेच जलसाक्षरतेचे ध्येय गाठता येईल असा विश्वास श्री. शिवतारे यांनी व्यक्त केला. राज्य शासनाने नुकतेच ‘जल जागृती सप्ताहा’च्या माध्यमातून राज्यभर मोठया प्रमाणात अभियान राबविले आहे, त्याचे सकारात्मक परिणाम दिसत आहेत.

            निसर्गाच्या असंतुलनामुळे पावसाची अनियमितता निर्माण झाली आहे. उपलब्ध पाण्याचे साठेही मर्यादित आहेत.  दुसरीकडे लोकसंख्या आणि नागरीकरणाचा वेग वाढत आहे. त्यामुळे शेतीला पाणी पुरविण्याच्या उद्देशाने बांधण्यात आलेल्या धरणातील पाण्याचा उपयोग पिण्याच्या गरजेसाठी होत आहे. अशा स्थितीत धरणांच्या परिसरात मोठया प्रमाणात बंधारे बांधून पिण्याच्या पाण्याची गरज भागविणे आणि जमीनीतील पाण्याची पातळी वाढविण्याची गरज लक्षात घेऊन याकामी शाश्वत नियोजनाची आवश्यकता आहे. या दिशेने राज्य शासन योजना आखत आहे. एखाद्या जिल्हयात विविध तालुक्यांतील पिकांच्या आवश्यकतेनुसार पाणी वाटप होण्याची गरज असल्याचे सागंत या दिशेने पाणी व्यवस्थापनासाठी शासनाने काम सुरु केले आहे. मर्यादित जल साठे पाहता पाण्याचा प्रभावी पुनरवापर करण्याच्या दिशेनेही काम सुरु असल्याचे त्यांनी सांगितले.

इस्त्रायलचे कृषीमंत्री युरी येरीयल यांनी भारत जलसप्ताहात उभारण्यात आलेल्या महाराष्ट्र दालनास भेट दिली. श्री. विजय शिवतारे यांनी पुष्पगुच्छ देऊन त्यांचे स्वागत केले. केंद्रीय जलसंपदा राज्यमंत्री सांवरलाल जाट आणि भारतातील इस्त्रायलचे राजदूत डॅनील कॅर्मोन उपस्थित होते. श्री. शिवतारे यांनी यावेळी महाराष्ट्रात असलेले विविध सिंचन प्रकल्प, सिंचन निर्मिती क्षेत्रात वापरण्यात येणा-या आधुनिक संकल्पना आणि शासनाच्यावतीने जलसंरक्षण व जलस्तरातील वाढीसाठी राबविण्यात येत असलेल्या विविध उपक्रमांची माहिती दिली.

 श्री. शिवतारे यांनी दुपारच्या सत्रात उपसा सिंचनावर संशोधन निबंधही सादर केला. राज्यात उपसा सिंचनाची आवश्यकता, मोठया उपसा सिंचन योजनांसमोरील आव्हाने यांची माहिती देत त्यांनी यावेळी महत्वपूर्ण शिफारशी मांडल्या.

नागपूर मेट्रो प्रकल्पासाठी ३ हजार ७५० कोटींचा करार

नवी दिल्ली, दि. १: नागपूर मेट्रो प्रकल्पासाठी जर्मनीच्या केएफडब्ल्यु बँक आणि केंद्रसरकार यांच्यात आज  ३ हजार ७५० कोटी रूपयांचा करार झाला. 

नॉर्थ ब्लॉकस्थित केंद्रीय आर्थिक विकास विभागाच्या कार्यालयात आयोजित बैठकीत केंद्रीय आर्थिक विकास विभागाचे सह सचिव एस.सेल्वा कुमार, केएफडब्ल्यु बँकेचे आशिया देशांचे महासंचालक रोलॅण्ड सील्लर यांनी भारतातील जर्मनीचे राजदूत डॉ मार्टीन ने यांच्या उपस्थितीत करारावर स्वाक्ष-या केल्या. केंद्रीय नगर विकास विभागाचे सहसचिव मुकुंद सिन्हा,नागपूर मेट्रोरेल कॉर्पोरेशन लिमिटेड चे व्यवस्थापकीय संचालक ब्रिजेश दीक्षित, महाराष्ट्र शासनाचे सचिव तथा आयुक्त (गुंतवणूक तथा राजशिष्टाचार) लोकेश चंद्र यांच्यासह वरिष्ठ अधिकारी यावेळी उपस्थित होते.   

             डॉ मार्टीन ने यावेळी म्हणाले, भारतात नागरीकरणाचा वेग वाढत आहे. त्यासाठी आवश्यक पायाभूत सुविधांमधे वाहतूक व्यवस्था अत्यंत महत्वाची असून मेट्रो रेल्वे हा त्यास उत्तम पर्याय आहे. भारत सरकारने स्मार्ट सिटी व अन्य महत्वाच्या योजनांच्या माध्यमातून नागरीभागाच्या विकासासाठी पाऊले उचलली असून जर्मनी सरकारनेही याकामी मदतीसाठी पुढाकार घेतला आहे. आजच्या कराराने नागपूर मेट्रोच्या कामाला गती येईल,असा विश्वास व्यक्त करीत त्यांनी नागपूर मेट्रोरेल कॉर्पोरेशन लिमिटेड(एनएमआरसीएल)ला शुभेच्छा दिल्या.

 एस.सेल्वा कुमार यांनी सांगितले ,भारतात प्रथमच ओडीए(ऑफीशियल डेव्हलपमेंट असिस्टन्स)प्लस पध्दतीने नागपूर मेट्रोसाठी कर्ज स्वीकारण्यात आले आहे. जलदगतीने आणि उत्तम प्रकारे नियमांची अंमलबजावणी होऊन केवळ सहा महिन्याच्या कालावधित हे कर्ज उपलब्ध झाले आहे. नागपूर मेट्रोला कर्ज रूपाने मिळणा-या निधीतून मेट्रोच्या कामांस गती येणार असल्याचेही ते म्हणाले.

ब्रिजेश दीक्षित म्हणाले, आज नव्या  वित्तीय वर्षाचा पहिला दिवस असून नागपूर मेट्रो प्रकल्पासाठी कर्ज रूपाने उपलब्ध झालेला निधी ही आमच्यासाठी अत्यंत महत्वाची घटना आहे. ‘या निधीचा उपयोग करून आम्ही ठाराविक कालवधित आणि नियत प्रकल्प खर्चाच्या मर्यादेत हा प्रकल्प पूर्ण करू’,असा विश्वास त्यांनी व्यक्त केला. नागपूर मेट्रो हा देशातील पहिला हरीत मेट्रो प्रकल्प असून सौर उर्जेच्या माध्यमातून दोन तृतीयांश उर्जा निर्मिती करण्यात येणार आहे. ओडीए (ऑफीशियल डेव्हलपमेंट असिस्टन्स) प्लस पध्दतीने नागपूर मेट्रोसाठी कर्ज स्वीकारण्यात आले आहे. देशात अशा प्रकारे कर्ज स्वीकारणारी नागपूर मेट्रो पहिली मेट्रो ठरली आहे. ओडीए नुसार आतापर्यंत शिक्षण आणि आरोग्य क्षेत्रासाठी कर्ज देण्यात येत असे त्यात पायाभूत सुविधांचा समावेश प्रथमच करण्यात येऊन नागपूर मेट्रोला त्यानुसार कर्ज उपलब्ध करून देण्यात आले आहे.

             करारानुसार नागपूर मेट्रोच्या कामांसाठी केएफडब्ल्यु बँकेने २० वर्ष मुदतीसाठी ३,७५० कोटी रूपये(५०० मिलीयन युरो) कर्ज स्वरूपात दिले आहे. पहील्या ५ वर्षात एकूण  रकमेवरील व्याज तर उर्वरीत १५ वर्षात मुद्दलीसह व्याज स्वरूपात कर्ज परतावा करण्यात येणार आहे. या रकमेतून नागपूर मेट्रोचे डबे, मेट्रो मार्ग, विद्युत पुरवठा, ट्रॅक्शन, बांधकाम आदी कामे करण्यात येणार आहेत.

नागपूर मेट्रोरेल कॉर्पोरेशन लिमीटेड आणि  केएफडब्ल्यु बँक यांच्यात दरम्यान प्रकल्प करार होणार आहे. याबाबत आठवडयाभरात निर्णय घेण्यात येईल.त्याचे  स्थळ व दिनांक येत्या आठवडयात निश्चित होणार आहे.  गेल्या वर्षी  जून महिन्यात केएफडब्ल्यु बँकेच्या वरिष्ठ अधिका-यांनी नागपूरला भेट देऊन नागपूर मेट्रो प्रकल्पाचा सखोल अभ्यास केला होता. यानंतर सप्टेंबर २०१५ मधे केंद्र सरकार आणि केंद्रीय अर्थमंत्रालयाच्या आर्थिक व्यवहार विभागाने ‘ओडीए प्लस लोन’अंतर्गत नागपूर मेट्रोसाठी केएफडब्ल्यु बँक समुहाकडून ५०० मिलीयन युरोचे कर्ज स्वीकारण्यास मंजुरी दिली होती.

KfW, Germany signed agreement of lending with DEA for Nagpur Metro

The German Government’s Development Bank KfW on a mandate from the Federal Ministry for Economic Cooperation and Development (BMZ) has signed a Loan Agreement for EUR 500 million (roughly Rs.3750 Crores) to co-finance the proposed modern and sustainable metro system for Nagpur city by Nagpur Metro Rail Corporation Limited (NMRCL), a Special Purpose Vehicle set up jointly by Maharashtra State Government and Ministry of Urban Development (MOUD), Government of India. The estimated total project cost is INR 8,680 crores/ EUR 1,240 million. In India, Nagpur Metro is the first metro to be financed under the Indo German partnership for clean, socially inclusive and climate friendly mobility for people in cities.

NMRCL has been able to tie-up this loan, primarily due to very strong support from Government of Maharashtra, Ministry of Urban Development (MoUD) and Government of India (GOI)- DEA. In just ten months since June 2015, Nagpur Metro has progressed speedily to get funds approved from KfW for its project. KfW Bank has agreed to lend 500 million Euros loan for 20years with a moratorium of five years. The amount will be disbursed periodically as per progress of the project over three years.   

The project envisages use of KfW funds towards building two metro corridor lines 1) North -South Corridor from Automotive Square to Khapri (19.7 km) and 2) East-West Corridor from Prajapati Nagar to Lokmanya Nagar (18.6 km). These two corridors are divided into four main reaches. KfW would specifically consider financing, Rolling Stock, Traction, Taracks, Viaduct for Reaches 2 and 4 elevated stations. The project physical works were commenced in May 2015, with award of civil works contract for the 4.6km at-grade section which was followed by award of civil contract of 5.6km. The metro lines will be commissioned progressively, with the southern and western links expected to be completed and operational by June 2018 and September 2018, respectively. The remaining two links will be completed and the whole Metro would be operational by March, 2019.

The agreements were signed by Mr.S.Selva Kumar, Joint Secretary Department of Economic Affairs, and Mr. Roland Siller, Director General, KfW in the presence of dignitaries, German Ambassador Dr. Martin Ney. The signing ceremony was attended by Joint Secretary, Ministry of Urban Development, Mr. Mukund Kumar Sinha, Mr. Brijesh Dixit, Managing Director, NMRCL, Mr S Ramnath, Executive Director, NMRCL, Head of Division Economic Cooperation and Development, German Embassy, Ms. Susanne Dorasil and Mr. Peter Hilliges, Director, KfW Office, Delhi.

After signing of Loan Agreement with the Centre today at Delhi, NMRCL will sign a project agreement in Nagpur/Mumbai since the project is being executed in Nagpur.

“Metros are an essential backbone of modern urban public transport systems. Bringing our knowledge and funding to this project, KfW will contribute to cleaner air, better climate and enhanced mobility for the citizens of Nagpur”, said Roland Siller, Director General of KfW.

“With finance in place, timely support of  Government of Maharashtra, Ministry of Urban Development (MoUD) and Government of India (GOI)- DEA and excellent team work I see no reason why Nagpur Metro should not be completed well in time” said Mr Dixit, MD, NMRCL on the occasion.

About NMRCL:

NMRCL is a Special Purpose Vehicle (SPV) created for the smooth implementation and operations of the Nagpur Metro Rail Project and is a joint venture of Government of India & Government of Maharashtra, with 50:50 equity. NMRCL shall be solely responsible for the successful and timely completion of the project & its operations subsequently. Nagpur Metro Rail Corporation Limited was incorporated by Govt. of India- Ministry of Corporate affairs on 18th February 2015.  It aims to provide a safe, reliable, efficient, affordable, commuter friendly and environmentally sustainable rapid public transport system for the Nagpur Metro Region to improve the quality of life of the citizens of Nagpur. While civil works for ~12kms have already commenced, NMRCL has already been allotted Rs.603 crores

(incl. Pass through Assistance of Rs.450crores) by GOI in FY16-17 & Rs.176 crores has been allotted by GOM in FY16-17.

·       Nagpur Metro has been organising ‘Metro Samvaad’, an interactive session with the citizens at every station area an inclusive approach by Nagpur Metro.

·       At grade work of Nagpur Metro at Airport, New Airport, MIHAN is progressing in full swing

·       Work of elevated viaduct from Pride Hotel to Munje Square has commenced near Pride Hotel on Wardha Road. This 6 km stretch of construction of Corridors and foundation laying for Metrorail on the median verge of the road will be completed by end of 2016

·       Planning & Designing work of nine stations between Airport & Congress Nagar has been allotted to L & T Associates and relevant work order has been issued for early commencement of the work.

·       Kasturchand Park heritage land issue has been solved with the approval of allotting the required 408 sq. mt. land to Nagpur Metro

·       Hindrance at Nagpur Railway station has been removed. Nagpur Metro shall be running through the Ramzulla using articulate design that will act as landmark architecture.

·       General Consultants shall be appointed soon.
